A labor certification is necessary for some aliens who wish to work
in the United States and become permanent residents. It is filed
with the U.S. Department of Labor, which certifies that there are no U.S.
citizens or permanent residents who are willing or able to do the job.
Labor certification applications are highly technical and require careful
craftsmanship to meet all of the requirements. Chances for success
are increased when the alien and employer retain someone with experience
in this area.

The new PERM system for granting labor certifications went into effect in the spring of 2005. It is designed to process labor certifications on a "fast track" on the new Program Electronic Review Management system. As of November 2005 the system has in fact produced a dramatically faster turnaround time from the filing of the initial electronic application to the grant of the certifications. What used to take from a year to two, three or even four years has been reduced to a few months. The time taken for processing after the labor certification is granted has not improved, however the overall time it takes to get a green card is far less than it was.
