The decision on any petition is made on the basis of whether the alien meets the specific requirements of the category. The examiners look to see that every element of a case is adequately documented. It is a hyper-technical and bureaucratic decision. The decision are made in regional BCIS service centers by unknown BCIS examiners. Political influence does not play a part in the decision.
A cautionary note about estimated processing times: the BCIS periodically publishes estimated processing times for most types of cases. Further, many aliens have friends or associates who have gone through similar immigration procedures and were finished in a certain amount of time. It is important to realize that BCIS processing times are CONSTANTLY CHANGING and any estimates should not be relied upon as concrete or absolute.
